4. Conduct a public hearing to discuss/consider and act on a cost sharing proposal between MCDC, MISD, and the City of McKinney for the development of a recreation center and aquatics facility, with the MCDC percentage totaling nineteen million dollars ($19,000,000).

5. Conduct a public hearing to discuss/consider and act on application #09-03 as submitted by Williams Cemetery Association of McKinney requesting nineteen thousand, four hundred and fifty dollars ($19,450) for stump removal and grading, fencing, and shrubs.
6. Conduct a public hearing to discuss/consider and act on application #09-01 as submitted by North Texas History Center requesting fifty-four thousand, seven hundred forty-six dollars and twenty-one cents ($54,746.21) for exhibit cases, door replacements, awnings, and repainting and cleanup of entry.
7. Conduct a public hearing to discuss/consider and act on application #09-05 as submitted by Heard Natural Science Museum and Wildlife Sanctuary requesting eighty-four thousand dollars ($84,000) for roof replacement.
8. Conduct a public hearing to discuss/consider and act on application #09-06 as submitted by Community Lifeline Center, Inc. requesting twenty-four thousand, nine hundred and twenty-eight dollars ($24,928) for a new telephone system, desktop computers, software, and other office equipment.
9. Conduct a public hearing to discuss/consider and act on application #09-07 as submitted by Avenues Counseling Center requesting nineteen thousand, three hundred eight dollars and eight cents ($19,308.08) for the purchase of a computer server and copier, and building modification and repair.
10. Discuss/Consider and possible action on requests for promotional funding

· City of McKinney Planning Dept. - $21,412
· Crape Myrtle Trails - $5,000
· Crape Myrtle Trails Run - $11,740

11. Discuss and consider Executive Directors report on existing projects or new project applications, legislative initiatives and MCDC events.
12. Discuss/consider and act on the 2009-2010 budget
· eCivis grant research program – Carolyn Lovell
· City of McKinney administrative fees
13. Report of meetings, events of other Boards/Entities by Liaisons:
· Parks and Recreation: T.J. Lane
· MEDC: Jim Young, Carrie Alfieri
· Chamber of Commerce: Bill Campbell
14. The MCDC will now hold a closed Executive Session meeting, pursuant to the provisions of Chapter 551, Texas Government Code, in accordance with the authority contained in:
1. Section 551.071(2) – Consultation with Attorney on any Special or Regular Session agenda item requiring confidential, attorney/client advice necessitated by the deliberation or discussion of said items (as needed)
2. Section 551.087 – To discuss or deliberate regarding commercial or financial information that the MCDC has received from a business prospect and to deliberate the offer of a financial or other incentive to the business prospect.

15. The MCDC will now reconvene into regular Session, pursuant to the provisions of Chapter 551, Texas Government Code, to take any action necessary regarding the following:
